Programme “THALIA 2021-2027” constitutes a multi-annual, multi-fund development Programme that was drawn up in accordance to the Article 22 of the Regulation (EU) 2021/1060 (Common Provisions Regulation – CPR), outlining the development strategy for the utilisation of the resources allocated to Cyprus through the Cohesion Policy Funds, for the period 2021-2027.

The total budget of the Programme amounts to €1.81 billion, of which €968 million comes from the EU Cohesion Policy Funds, while the remaining €842 million is the national contribution.

Detailed Call Description

The present Call will be co-financed by the Republic of Cyprus and the European Regional Development Fund (ERDF), in the frame of the Cohesion Policy Programme “ΘΑλΕΙΑ” 2021-2027 under Priority 1: “Competitive, Smart and Digital Economy” and the Specific Objective (1i): “Developing and enhancing research and innovation capacities and the uptake of advanced technologies”.

Through this Programme it is expected that Enterprises will have the opportunity to verify the industrial application potential of a technology/knowhow before being involved in a broader scale research project of Technological Development and Innovation.

As the Programme is part of Pillar I, “Smart Growth”, the projects must be applicable in one of the designated Priority Sectors of the Smart Specialization Strategy:

  • Energy,
  • Tourism,
  • Transport – Shipping,
  • Agriculture – Food Industry,
  • Built Environment – Construction Industry,
  • Health

and/or one of the Horizontal Priority Sectors:

  • ICT
  • Sustainable Growth – Environment

The projects must only include Industrial Research activities. The projects must fall within Technology Readiness Levels 3-4 (TRL 3-4) in compliance with the relevant definitions adopted by the EU.

Financing percentage by EU or other bodies / Level of Subsidy or Loan

At least 50% of the Total Call Budget will be dedicated to Projects with an Enterprise as the Host Organisation (provided that relevant eligible proposals exist, after scientific evaluation).

Maximum Funding per Project: €40.000

Eligibility For Participation Notes

The Host Organisation can be a Research Organisation, Enterprise (Small or Medium Sized Enterprise (B.1, B.2)) or Other Organisation. The participation of Partner Organisations (Research Organisation, Enterprise or Other Organisation) is allowed. The participation of Foreign Research Organisations is not allowed.
